As part of its mission to promote regional development and innovation processes, Filas implements and manages tools for financing and promoting SME innovation, technology transfer and social entrepreneurship. Some of these measures are included in the Single Programming Document (SPD) of the Regione Lazio.
| Regional Law 2/85 and Venture Capital for SMEs |
Filas participates in the venture capital of Lazio region SMEs to promote the creation of new enterprises and catalyse the development of new technologies.
For the past 15 years, Regional Law 2/85 has been aimed at helping small and medium enterprises with financial problems in Lazio. This measure has recently been modified to align it with the present phase of territorial development in Lazio as well as to conform to EU directives.
Filas venture capital activities address both new enterprises (venture capital) and existing enterprises (private equity).
Moreover, Filas will also manage a venture capital activity aimed at cofinancing development and innovation projects for cinematographic coproductions (please consult F.I.L.M.S.). The Region promotes the development of research, technological innovation and, in particular, easy access to research results in order to allow enterprises to increase their degree of competitiveness.
The Scientific Research Fund (article 41, Reg. Law n.9/05) finances:
- Small and medium enterprises, based in Lazio, that present requests for research projects together with universities and research centres and, in general, all public and private organizations conducting research activities;
- Universities and research centres, based in Lazio, and, in general, all public and private organizations conducting research activities for scholarships or other forms of financing for new personnel in small and medium enterprises operating in Lazio.
Filas manages both of these calls.
| Financing Innovative SMEs |
Law 23/86 (presently inactive) and SPD submeasures IV.2.1 and IV.2.2 allow Filas to promote technological innovation, industrial research, pre-competitive research, the introduction of environmental and quality control systems in enterprises and the introduction of tools to increase the potential of e-commerce.
The regionally adopted national law 140/97 (presently inactive) provides automatic tax incentives for the research and development expenses of industrial enterprises.
| Technology Transfer Financing |
In order to efficiently promote research and technology transfer to SMEs in Lazio, Filas has implemented and manages a series of activities that provide support to the Aerospace, Multimedia and ICT sectors, in particular. Moreover, Filas also promotes the creation of scientific parks and has devised the InnovaLazio certification and prize for SMEs.
| Social Enterprise Incentives |
Filas, on the behalf of the Regione Lazio, promotes the development of new enterprises and the competitiveness of existing enterprises as well as the SME system operating in the third sector.
The SPD (single programming document) is a strategic programme for employment and economic development that concentrates its investments in selected areas (objective 2 and phasing out) of the five provinces of Lazio that present structural growth difficulties. Filas manages SPD measures to support SMEs.
