In recent years, the awareness that innovation is one of the main drivers of development and employment has led various actors, including institutions, operating at the regional level to promote innovation at 360 degrees: technological, organizational, management, administrative, training and "system" innovation.
However, the lack of a general operative plan has meant that many different actions, although correctly and efficiently oriented, have often suffered a lack of coordination.
The Regione Lazio devised the Inn Governance Programme, through a call of the Regional Directorate of the European Union, creating a tool to govern innovation based on "regional identity and long-lasting development".
The innovative characteristics of the programme include the planning and implementation of a tool to manage all regional innovation and impact processes.
The following objectives have been identified for this governance tool:
- Design, create and implement a governance model for the management of institutional, employment, technological, financial and training policies to promote innovation processes under way in Lazio;
- Identify sector and institutional leaders and establish a hierarchical and synergic system for subsidiarity and empowerment of regional public/private partnerships;
- Employ a permanent forum to coordinate policies, actions and investments for innovation in Lazio;
- Experiment an operative sectorial and territorial model of governance;
- Promote mainstreaming actions and the diffusion of the governance model.
The Inn-governance programme is mainly aimed at public bodies and, specifically, the Region.
