Regional Law 2/85 allots funds for 5-7 million euro to the co-production of national and international, audiovisual and cinematographic projects, provided that at least 50% of the total "under the line" project production budget is spent in the Lazio Region.
The maximum funding application will not exceed 50% of the "under the line" production budget to be spent in Lazio. The maximum admissible financing for each individual operation will not exceed, for every individual operation, € 600.000. Moreover, applications must request no less than € 100.000 for audiovisual projects and € 200.000 for cinematographic projects.
All projects must be intended for commercial release.
Please note: financing is provided as a venture capital investment, not as a subsidy.
Financing covers three categories:
- Cinematographic projects
- Audiovisual projects
- Experimental projects (first works)
Funding provided by Regional Law 2/85 is managed by Filas as part of this initiative.
Filas will evaluate all applications on the basis of various elements, including:
- the applicant must be an economically and financially sound SME with operative headquarters in the Lazio Region;
- the project (excluding its artistic merits) and its stage of development;
- the professional profile of the applicant and all the other subjects involved in the production;
- the project must have a significant impact and/or appropriately exploit the regional territory;
- the production must provide the Fund with a significant outlook for a total return of the investment and a profit congruous to the undertaken risk;
- the applicant must directly or indirectly participate in the financing of the project and must be able to indicate reliable financing sources;
- international co-producers must participate in the project.
Projects that are accepted to be of an "experimental" nature, defined as “first work”, will be evaluated with different criteria from those listed above.
Financing will be allocated in one or more parts following the signature of association contracts for project co-financing. The contract must entail a pre-deduction for the Fund over other co-production parties.
Average financing duration is 3 to 5 years.
To date, 40 applications have been submitted for a total of over €20 million. These range from major productions to short documentaries. Five co-productions have been financed for a total of 1.5 million euro.
These include:

- Pinocchio, Enzo D'Alò
- Colpo d'occhio, Sergio Rubini
- L'ultima estate, Eleonora Giorni
- La voce, Augusto Zucchi
Moreover, three further financing applications have been accepted. These will be announced shortly.
