Sixth Regional Lazio Innovation Scoreboard 2008

The sixth edition of the Regional Lazio Innovation Scoreboard (RLIS) is a vital tool to measure the competitive innovation and modernization of Italian Regions and the country as a whole. In particular, the 2008 RLIS provides numerous points for reflection on current innovation policy, results, emerging phenomena and challenges for the development of future of local policy.

The 2008 edition presents an important series of new indicators that are defined and classified in the “tools for development” category. This development was brought about by the need to closely examine the tools and financial resources provided by development and innovation policy at the local level, as well as the participation in European projects for scientific research and technological development.
 
The 2008 Scoreboard confirms that the most innovative regions in Italy are Lombardy, Lazio, Piedmont and Emilia Romagna that place well above the national average and are followed by Friuli Venezia Giulia, Veneto and Tuscany.

At the bottom of the list are Puglia, Calabria and Molise, whose weakest areas are: private R&D expenditures, high technology patents and a general difficulty in implementing development tools. Sardinia and Puglia are the regions that show the highest increase in the generic innovation index, while Umbria has made the biggest climb, from 11th to 9th position.

Lazio remains one of the most dynamic and innovative regions in Italy, a figure consolidated by the constitution of innovative enterprise networks (Technological Districts) and networks of enterprises, research centres and universities.

Regional economic policy as set by Community Programming for 2007-2013, follows this course and has given rise to a new impetus based on exchange and reciprocal collaboration.
